Incident command establishment and response configuration
Development version 26.42.00 adds the first structured workflow for an authorized Incident Commander to establish command.
Highlights
- Create Incident distinguishes actual incidents from exercises and drills.
- Incident Commanders can create incidents only for facilities where they hold the active Incident Commander HICS Role.
- Incident creation records the facility, incident name, brief description, recognized or began time, selected Incident Response Guide, Command Center, and explicit command assumption.
- An Incident Response Guide is optional; None can be selected when no guide applies.
- An active physical or virtual Command Center is required.
- Creating an incident does not automatically start Operational Period 01.
- Administrators can build structured Incident Response Guides directly or import the controlled HICSNow Word template for review before saving.
- Unused guides can be deleted with confirmation. Guides already used by an incident are retained for historical integrity and can be made inactive.
- Incident configuration is preserved with the incident when a guide or Command Center is changed later.

These workflows are available in the AWS development environment. Additional incident forms, objectives, actions, assignments, and operational-period workflows will continue to be added in later releases.
