Prepare an IAP Quick Start

The Incident Action Plan Quick Start brings the initial information needed from HICS 201, 202, 203, 204, and 215A into one guided workflow. It keeps the incident name, operational period, situation, command team, safety information, objectives, strategies, resources, and assignments together.

Development preview

Information entered in the current preview is not saved, distributed, or added to the incident record. Do not enter patient-identifiable information. The buttons for saving and reviewing demonstrate the planned workflow only.

Open the form

  1. Open Operational command from the workspace.
  2. Expand Forms in the operational navigation.
  3. Select IAP Quick Start.
  4. Confirm the incident and operational period shown in the persistent header.

Complete the numbered sections

The form follows this sequence:

  1. Incident Name identifies the incident covered by the plan.
  2. Operational Period identifies the start, end, period number, and planned end-of-period activity.
  3. Situation Summary records a brief description of current conditions.
  4. Current Hospital Incident Management Team displays the current command structure and assigned personnel.
  5. Health and Safety Briefing summarizes hazards, safety issues, and protective instructions.
  6. Incident Objectives records each objective together with its strategy or tactic, required resources, and assigned Branch, Unit, or HICS Role.
  7. Prepared By identifies the preparer, role, facility, and completion time when the final authorization workflow is available.

Required entries are identified with a red asterisk. Add another objective when the operational period requires more than the objectives already displayed.

Use section guidance

Select the question-mark icon next to sections 1 through 6 to open guidance for that section. The objective guidance explains each part separately:

  • 6a describes the objective to accomplish.
  • 6b describes the strategy or tactic.
  • 6c identifies the resources required.
  • 6d identifies the responsible Branch, Unit, or HICS Role.

Section 7 does not have a guidance icon because its information will be supplied by the authenticated finalization workflow.

Review the command structure

The command-team section follows the Hospital Incident Management Team hierarchy. It places the Incident Commander with Command Staff and Medical-Technical Specialists above the Operations, Planning, Logistics, and Finance/Administration Section Chiefs. Unfilled positions remain visible so command staff can recognize coverage gaps.

Expected result

When persistence and authorization are enabled, an authorized Incident Commander or Planning Section Chief will be able to review the completed Quick Start before it becomes part of the incident record. Until then, closing or refreshing the preview discards information entered on the page.

Common questions

Why did my changes disappear?

The current development-preview form does not save data. Use it only to review the accepted structure and workflow.

Why is a command position marked unfilled?

The command structure preserves open positions so the incident team can see where an assignment is still needed.

Can I enter patient details in the situation summary?

No. Do not enter patient-identifiable information in the Quick Start preview.
